Yes, if you use a PWM header/controller, and PWM fans. The speed sense signal is only sent from the 1st plug. 3 pin fans will all run full speed (unless you specifically have voltage control on your header, i.e. can set it for DC/3-pin fan control).

That is correct. If the motherboard tells the header to speed up the fans, all the connected fans are affected.

would i plug the cpu header in it?

I recommend one of the other fan headers and use the CPU header just for the CPU fan. Power draw is too weak to power multiple fans.

Yes, disconnect a connected case fan. connect the hub and reconnect the disconnected fan to the hub.
