Good survey, very valuable
Bad points first. The printing looks like a print-on-demand book (sort of glossy toner type ink) but this entirely understandable given the probable niche interest of this sort of thing.This is a detailed exposition of the Agency's attempt to get leaner in the 90's. It's not a gee-whizz space book by any means, and it's ideally suited for managers, engineers and academics looking for a well-written case study of strategic technology management. As one of the latter, I could have done with a few more references and/or links to management theory, but that's a minor quibble.
