Is there user guude about the plug and wireless feature?

Plug the USB-C cable on the base and the other end towards the device with the 3.5mm. Then on the side of the base you'll notice a button, if you move it to the right you'll see a green colour on the background of the bottom. That's when the plug and wireless is working. Some devices will work on the go, if you like to make it work on a PC that doesn't have bluetooth of course just connect it on the 3.5mm jack and make sure to select the audio device on your sound properties. If you hear some slight/minimal interference when on low volume it's normal for the functionality of the device

Cant connect to my lg tv ( 2022 mod) bt 5

No idea. Had no problem connecting to my FireTv, AVR , but refuses to pair with my wife's iPhone 12. BT 5.x is great, but still can be finicky. Sorry, not much help, I know.
