Can I use it for Windows after re-formatting? And does it come with usb 3.0 cable as for windows one?

This item is designed to be used with the MacBook and comes with a 3.0 USB with a both the C and A connectors. I don't see why it couldn't be reformatted for Windows. There may be another device that might be cheaper, since this was designed to be used with the MacBook Pro Time Machine.
