Q: is the whole cup padded or just the bottom?

The bottom, but its amazing! Its very naturally shaped and padded (gel?) effect built in, so its full, rounded right to the sides, and supportive! Youv wear slightly lower than a regular bra, and its beautiful quality, and really lasts!

Honestly speaking it will make your boobs look bigger as a whole but not necessarily enhance cleavage- to get that look I would suggest getting some gel in fills (chicken fillets!) and use those as well

Yes, I believe it does. Cup size for 36B and 38A is the same.
