Are they really 22cm tall?

No - I have measured mine and each mug is 11cm tall from rim to base and 9cm in diameter at the top with the handle extending 4cm. The base is 5.5cm diameter. Maybe the dimensions given in the description refer to the box they come in - the packaging was excellent.

What size are the mugs ?

I really decent size for coffee - you should not have a problem - they are not small.
