Q: Hi does the blade come with a cover

There is no cover Christine. It comes in a plastic sleeve with a cardboard cover. The main yellow handle has a metal top which you take off. The blades are stuck to an insert in the plastic sleeve with tape. To insert the blade you twist the top until it tightens and holds the blade but when you are finished the blades as loose which you stick back on to the plastic sleeve. Its a good blade and quite a useful tool.

Q: Can other PME blades be used with this knife

if it is a classic scalpel can be used

Q: Would this be able to cut 3mm corrugated cardboard?

It is a craft knife. Obviously it would blunt the blade much quicker cutting through card than fondant icing
