Not bright at all needs to be brighter

If I line up a few at the right angle & distance might I make a black light picture glow?

If you want to use it for an image I would suggest maybe a uv led strip light or one of the long bulb ones This will light up your picture but it has a circle of range and you would have to clamp the torch into place 🤔 This is a great torch but not sure its the best for what you need

Does it work well for bank notes/identification backgrounds?

Yes this torch does a good job of showing UV sensitive markings on notes etc also good for Uranium glass objects, really makes them glow !

does this help check for effective hand washing i.e shows areas where someone has failed to clean properly

Just checked this in the bathroom . On white areas it picks up on splashes, presumably laced with bacteria from toilet aerosol after flushing. It also really shows up dust particles on darker areas. On the hands it does show up whiter patches though when I washed the areas they still remained. (must be skin pigmentation). Hope this helps.
