could one add casters to the legs?

Not sure if legs would be stable enough to do this. It might be possible to add appropriate size casters INSTEAD of legs.

Mine didn’t come with screws. I only have the feet and the four metal plates for the corners. What are all the parts it should come with?

Mine came with everything that it should have. Legs, metal , plates for legs and of course the top Part that can also be used for used for a sm. Table top. For the price I think it was a great buy.

Can this be assembled and used without the legs or do the legs secure the base to the sides?

Legs screw in with a metal plate underneath. Not sure about leaving them off, but might be OK.
