Q: Can this be cut? Is so, what's the best way to do so?

It can easily be cut with scissors or a utility knife.

Q: Can this perforated pipe be used under a gravel driveway for drainage?

Yes it can, but I would not run it directly under where the tires typically run on the driveway. Too much weight over the pipe could cause it to cave in.

Q: I need 4” perforated with a sock. But only about 10 feet is there anything available?

I cut mine with normal scissors, and it wasn’t a problem
