Q: Does it come with an ink pad and ready to stamp?

Yes, this stamp comes already with ink in it ready to go. I did after a period of time and ink to the pad to make it darker. Stamp ink can be purchased at your local office supply store. Very easy to remove the pad add ink and insert once again.

Q: This says stamp only does it not come with ink?

The stamp itself is inked but it does not come with a refill bottle of ink.

Q: Does it have ink in it already?

Yes, it is ready to use out of the box.

Q: Photo blue….what is it for?

I don't know where "Photo Blue" comes from. This stamp prints only in red ink. I use it to mark items I have entered into my computer.
