Will this work when positioned on the top of a cabinet as opposed to on one of the sides?

Yes, it works just fine like that. That's exactly how I have mine mounted. You just have to account for the depth of the fan/how far it will hang down into the cabinet so that it's not hitting anything, the same as you would if it's mounted on the side of the cabinet.

hi can i use this to make an air conditioner out of a small cooler with a peltier module?

I would say yes although it won’t drive the air too far and I would think you could find a better cost effective system since there are several complete kits on amazon to build what you are trying to piece mill together.
