As long as a good safe enviroment for fluff to explore, I can't see any reason why not. Royal Canin is not produced at the same place that has had the problems with Applause and AVA foods, if that's your concern

Are these biscuits really hard

They are crisp on the outside but soft inside ....my cat is 21 years old and I even chop up pieces in his soft food but he does enjoy these biscuits...I hope that helps
