No it will not play WAV files. It supports MP3. But you can easily convert WAV files to MP3 with VLC media player. The free version of VLC player converts these files very quickly.

Does it come with connection cables to speakers?

No the only cable included will be the power cable

Can this be used to link a tv to speakers?

Yes, connect the tv to this amp via RCA. You may wish to get a toslink optic to RCA convertor if your tv has an optic output.

Would this be any good to supply 4 no 8 ohm 15 watt horn speakers

You would need to wire these in a series-parallel formation to allow 4x 8 ohm speakers to work on this amplifier
