Q: Does it blow enought to be felt?

Yes, but it is a small fan so it is a light breeze - which can be better then nothing. Also quiet and light weight. It does make a buzz sound which does not bother me but once, just once, a lady standing near me complained the buzz bothered her. I see many cashiers wearing these - I like it for outdoor activities on hot/muggy days. It is hand free but can get in the way so I clip like a tie. This is not going to compete with a fan - though the same company makes an 8 inch and 10 inch battery operated fan (D batteries) using 6 or 8 D batteries. I have taken them both on day trips and they are great - much more breeze that you can feel. though you do need to have a spot for them - even though slim they are like carrying a small laptop. I brought to a picnic and everyone appreciated the gentle breeze from the 10 inch fan. You have to be with in 3 feet to really appreciate the large fans. This small one you need it to be a few inches from you to feel it. I think using disposable batteries would make this very expensive to use.
