my melissa and doug pelican doesn't stand up like the picture. he's slumped over, its difficult to play a game w/ your 9mo old that way. suggestions?

Yes the picture is very misleading. I used the straps to tie it at the top of the leg of a heavy living room upholstered chair. Works pretty well.

Does the belly have plastic on it to keep the food in, or are we teaching our kids that their food comes out through their belly and not their bottom?

No plastic keeping the seafood in. I didn't view this toy as teaching kids anything about bodily functions; obviously not realistic. It's just fun to pop the little creatures in and out

Does this toy behave like a puppet in that I could make my hand move the pelican's mouth to "eat"?

It is not a puppet, as in you cannot place your hand inside the animal to make its mouth move. The idea is that you or the child will lift the pelican's mouth (by lifting the upper beak flap from the outside), and then the child can place the other items into the pelican's mouth. The toy will fall down into its stomach, which you can see is open on the front so you can simply take it back out again.

I see there is a fish, an octopus and a crab. Is the fourth animal a shrimp?

You are correct :-) - the 4 cute sea creatures are a crinkly shrimp, a squeaking octopus, a rattling fish and a crab
