what is the difference between c and d load range? and which is better

Load range D has a higher weight rating... I put load range D on my trailer because they are almost 2000 lbs per tire. My dual axle trailer is only 6500 lbs dry, but I like to tow tandem with a boat behind the trailer and I like to travel full of fresh water.

Will this feet 15×8 wheels?

no you don't want to put those tires on a 8" wheel. There're for 5.5" wide wheel

Will these fit my Astro van 1986 which calls for 215.75.15.6?

Yes - But these tires that I purchased were to be used on a small "10 ft." trailer that I use around my ranch. The .6 on your size is the depth of the rubber from the rim to the ground. Astro vans came with 215.75.15.6.3. Not much difference.
