Where can we obtain installation instructions for this item?

Insofar as I know, the only source is GE. There are several aftermarket kits at lower prices but they don't have the instructions. Basically the instructions are a set of templates for drilling your cabinets. You can do something similar by VERY CAREFULLY marking a large sheet of paper with the holes in the top of you microwave. You must present an even surface on the bottom of your cabinets. If you have "face frame: style cabinets, you must make some spacers to fill the difference between the bottom of the cabinet and the bottom of the face frame.

Will this work for a toaster oven?

This kit is designed for an under cabinet microwave. Only certain microwave ovens can be mounted undercabinet, including pre-drilled holes for the bolts. Not sure how hot your toaster over gets when in use, but if it is hot to the touch, it is unlikely to be a good idea to connect to cabinet. In addition, the toaster oven would need holes for the bolts. So, the brackets will work if your toaster oven can be mounted under cabinet.

Will the kit work for the frigidaire gallery series?

this is for the GE models listed only.

Will this product work for ge model pem31sfss?

Yes. This will work. (This kit comes with different templates and components to fit multiple microwaves. And the pem31 is one of them.)
