What are the inside dimensions? Will it comfortably hold a 27.5" x 27.5" washing machine?

Yes It will fit that washing machine dimensions. The only down side with this is the amount of dust and dirt that will get collected. You can't just sweep it out like you would with it being on the floor. So I use a shop vac to just keep the area clean. About every 2 months for me. But this thing is a great value for any washing machine.

My front load washer sits on a drawer/riser unit. Will I be able to open the drawer with the pan in place?

Nope. Sorry that's our problem too.

I want to liter train my 3 large dogs. Would this work as a litter tray?

It’s very well made and water tight. I don’t have pets and and I am unsure what a litter tray requires. If it requires a heavy duty plastic tray with an inch raised lip, you are in luck.
