Am i supposed to put this media and put filter pad on top of this or on the bottom of this media? help! i got 5 media and i think i doing this wrong

I have 125 gallon tank with 1 lg, & 2 medium fish, along with lg pleco. It’s a fairly new tank w/cloudy water. Should I change just this media often?

Would this be safe to use for a vivarium setup? I’m wanting to use the canister filter for my waterfall feature?
