What's it made out of?

To be honest, I don't know. It feels like a very thick stretchy material that is not cloth, by very dense. It works beautifully when stopping the return of heat back into the room from the exhaust hose. I suggest you check the manufacturer's website to find the actual material used.

Can the elastic band be unhooked so that I don't have to disconnect the hoses to put them on?

They can not. I do wish they had a clasp though. However, I discovered I don’t really utilize the straps. The wrap stays tight enough on the hose.

Not really sure it has an R value just a cover for the hose, it helps to keep heat from intruding in to our RV
