My concern for my 2 year old is this swing seems very low to the ground. In photos the kids feet touch the floor. How does this work?

The feet do touch the floor. You can raise the seat by retrying the knots but only by a couple of inches. Unless the child can lift their legs then they can’t really swing

Is the wood treated or does it need to be treated?

The wood is treated but not stained
