Do these come with a drawstring carry bag?

Mine did come with a black mesh drawstring bag.

In using them, how many pounds of weight do they start with and what is the maximum weight they go up to?

They are just plastic and very light weight. They are to be used in the water only for building core muscles. You start with the circular paddles open for less resistance in the water, then you gradually close a little more of the paddle which makes it harder to exercise with them in the water. I used them in physical therapy, and they were so effective that I bought some of my own.

Can they be Used for jogging in the pool?

Yes! You can jog in the pool and use these paddles to give your arms a workout too. These are the best! Pool PT uses these paddles.

do These come with instructions?

Have had them for awhile, took about a month to work with the paddle vents closed, they caq giv you a darn good workout, just ease into them ...o not rmeember instructions, working with them becomes self evident ... Hope that helps a little ...
