Can i use this to pull atf from pan using dipstick tube?

You should be able to draw fluid from any reservoir of liquid. However, I not sure the rigid suction tube that extends from the bottom of the pump is long enough to reach the pan. There are other extractor pumps for sale on amazon that are designed and more suitable for the application that you are referring to. Try searching 'oil extractor pump', and you should get plenty of options. Unfortunately, you're going to have to pay a lot more than $9.59 for one of those pumps.

Can someone please tell me the outside diameter of the plastic tubing?

Outside diameter 12.5 mm or about 1/2" Inside diameter 10.5 mm or about 3/8"

After washing up the parts of this unit.. do you just drop the ball bearing back into the bottom of the unit? Nothing appears to keep it in place.

Yes, the little steel ball is not held in place by anything because it acts as a floating check valve. Please watch attached video for reassembly instructions.

Can this pump handle corrosive chemicals?

It depends on the chemical. It is recommended for use with gear oils, transmission fluids and differential fluids. Beyond that, there are no guarantees that the pump will last very long. However, some customers have said that they use it to remove gasoline from lawnmowers. The pump is NOT recommended for transferring BRAKE FLUID.
