No, mine does not. There are multiple slots but the cards all go to the bottom. It requires you to pull the material open to see the card inside. It separated but you can only see the card in the front.

Q: Does it have two bill sections?

Yes, the bill section has a separation, making it ideal for carrying cash on one side and the yards of useless bills each store feels compelled to issue for the slightest purchase, in the other. So, money on one side and recyclable paper in the other.
