Q: Will this stand stick to the surface?

The base of the stand has 4 hard rubber feet each about 1/2 inch in diameter. I will sit on a smooth surface at a modest angle but it doesn't really "stick" to the surface. You could add something to the bottom of the base to make it hold better on a surface.

Q: Will it flip and work as a document camera? I am a teacher, I usually need to swivel the iPad show the screen to my student

Yes, it can flip, the adjustable top part that holds the iPad can switch landscape/portrait mode instantly.
