Q: how many hooks does this item have?

It has three size options, each with two hooks (so you close the bra with two hooks).

Q: I now have purchased ten of these black bras. Only one fit. All of the others are approximatley two inches short in the band. Other colors fit.?

The Warners bra, 36A I ordered recently is also short in the band. It was made in Indonesia. Regret I did not return this bar as it is too tight. I had bought the same Warners bar 36A previously that was made in Vietnam and it was correct size in the band.

Q: Does this bra have petals for coverage?

There is no need for "petals" as the bra has a thinly shaped cup, it is not a soft cup.

Q: What is the all length of the lower elastic band including hooks for the size 40B (if not stretched)?

I am not sure. However, I can say there is a lot of stretch to the material.
