How would this compare to giving raw meat? I live in a rural setting. I can get fresh beef or buffalo, or frozen. My dog is an outdoor German shepherd

If you can get fresh or frozen for cheaper, go that route but include fresh or frozen veggies and fruit in the recommended amounts. Including raw or cooked eggs now and then is good for their coats is good too. 
I add this because I don't live near where I can get fresh meat cheaper and regularly. I'm in the country and it requires driving at least 40 minutes to the nearest grocer but that's not even a butcher. I sprinkle a patty over kibble to add to their meal, add frozen green beans and carrots. Also add Symbiotic supplement and a skin/coat supplement and fresh caught salmon oil (Golden Retrievers). They love meal times. Every now and then I'll add banana, egg, strawberries, or blueberries - to add a little variety. The egg especially to boost their coats.
The vet said it was okay to give a handful of frozen green beans and carrots each and cut back on their kibble if they need to lose weight. That worked wonders in my almost 12 y.o. Golden. Over a year, she lost 11 lbs.! Now she's down to a trim size and can move much better with her arthritis. 
Love Stella and Chewy's products. Also used their products when my 2 y.o. Golden  got Osteosarcoma to entice him to eat. It helped for awhile. Lost him a day after his 2nd birthday. He was a heart dog. Simply wonderful.

About how many patties are in a 16oz bag?

There are 36-37 patties per bag in the beef variety.  So each patty is approximately 4/10 of an ounce.  When you but this product it might be a good idea to order them separately from other items or at least heavier items.  The first time I ordered, I ordered them with a 25 pound bag of kibble.  During shipping the heavier  bag broke up a lot of the patties.  I use 1/2 patty each meal (2 meals a day) and my dog loves it.  I think he is starting to wear down the stainless steel bowl from licking so much.
