Q: Do the notes sound individually, or play songs?

It does both! There are three different modes you can put the piano in. THe first mode will say a number in either Spanish, English, or French and then it will play a song for about 10 second. The second mode will function just like a normal piano. In this mode you can have the keys sound like a piano, a horn, or a violin. The third mode will make a dog or a cat noise for each key pushed. This piano is really entertaining, my son who is now 7 months absolutely loves it. We put it in different modes to keep it interesting and he plays it and taps his foot to the music. I absolutely recommend this piano!

I'm not disappointed with it! Can't speak for the whole population. Maybe try contacting the manufacturer if it is defective?
