Q: I am size 15 in jeans, what size panties should I get?

A size 15 sounds like a junior size and the size chart will probably be in even sizes. I remember a size chart on the description page. Measure your hips with a tape measure and find that measurement on the chart and get the numeric size of underpants that will fit your hips.

Q: Can they work as a type of gurtle (sp?) to help suck in and round out everything?

No. They will not work for that purpose. They are thin and thus not substantial enough to hold you in.
