Q: I usually wear hat size 7 3/8. Am I a size large or extra large?

I wear a 7 3/8 in military covers, Stetson fedoras and western hats + Borsalino but it was a hair tight on this Kangol - I just returned for an XL - if you wear a 7 3/8 perfectly but added some hair you may want to go up.

Q: Is it possible to get a wool ultramarine in a size small?

Yes it's in stock just search Kangol Ultramarine

Q: Is this a floppy cap, or stiff? (ie does it maintain this shape when you put it on the dresser, or does it flop flat?

I would call semi-stiff. It does hold it's shape but you can mash it flat if you want to.
