Q: are all of the foliage pvc or are there papery needles ?

It’s a mix of the papery needles and pvc. The pvc needles are about the last 8 inches of the limbs.

Q: What is the dimension of the base (assembled)? looking to purchase a wicker cover instead of a skirt and they come in 22 or 27inch diameter sizes.

The tree collar in the review picture (by Race1000k) is 27" by 10" high.

Q: Is the diameter of this tree actually 58 inches? It does not look that wide from the pictures.

If you fully fluff it out yes it’s probably 58”. It’s a nice tree, looks more real than most artificial trees

Q: can it hold heavier decorations?

Cannot hold heavy decorations on the branch tips, but can still relatively close to the ends. It is a gorgeous tree.
