This is just the empty case, it does not include any testers, those you have to purchase separately.

Q: Will this product work on an unpowered circuit?

That is a complicated question to answer. As the answer is yes and no. The product that you are asking about is just a case to carry the tools in. So that would be a no. However, the tools inside, yes they should be used to tell you that a circuit is dead. As far as tracing a dead circuit i am not entirely sure. I have not though of using in that manner.

Q: Does this work with old breaker box with fuses?

This item is the case only. However the circuit tracer will work on both.
