Q: The name "complete water conditioner." I've been having trouble with nitrate, nitrite, hard water, and acidic water. Does this take care of all?

It takes care of the nitrates and nitrites, your hard water requires water softener and I recommend using a pH neturalizer for you acidic water

Q: Says that it's "safe for reef and planted tanks." Has anyone actually used this for their reef tank and can comment on it?

I have used it in my planted tank and it was fine.

Q: When can I add fish and snails after treatment?

Immediately! Just be sure to overdose the TurboStart, especially if it's a small tank or a bigger bioload; it works better that way, and also use in conjunction with Fritz Complete or Seachem Prime, to control both ammonia and nitrite while the cycling still continues for a few days. We do this at our shop all the time!

Q: Doing a fish in cycle, so far no ammonia. i did add bactera before adding my tetra's. would i add this soon as i read ammonia?

Yes, you can add Complete to lower ammonia. However, if you used FritzZyme nitrifying bacteria you more than likely will not see any ammonia.
