Depends on height. My 2 1/2 year old is in size 4T clothes. I ordered the same size for both my 2 1/2 year old and my 4 year old - both Smalls.

I got my 13 month old the infant size and it’s wayyyyy big enough. It fits my 2 1/2 year old it’s so big. Runs large I think so toddler size I feel would be too big for an 18 month old
