Q: how much weigh will it handle

I wouldn’t let your mom hang off of it but it should hold any spare tire.

Q: Will this carrier accept a 16" class C motorhome spare tire?

Probably would mount the wheel but would exceed the weight carrying limit of 50 pounds which most seem to forget noting in the advertising, especially in the tip down mode. With replacement Cl 8 bolts - including heavier mounting U-bolting, might work.I wouldn't use it for a Class C

Q: How tall is the mount? The center of the tire sits how far above the pivot/hinge point?

Approx 13". My tires are 16" tires and are 30" overall heights. The tire sits approx 2" below the hinge point so the center is 13" above the hinge. Hope this helps

Q: does the mounting plate and u bolts come with it

Yes u get 4 long bolt and 2 steel flat plates that hold it on it works very well I've never had a problem with it. I put 5000 miles a year on my car trailer and its holding strong hope this helps
