Yes, there's a cover for the penknife. It fits over it, but it's not the most snug fit I've seen.

Is it decent quality? Should I just buy the stuff I need “nippers”

It's really good quality. I haven't used the other things yet though only because the nippers don't really leave marks on the model kit

Does the spruce cutter have a spring to keep it open?

Yes they do.. but its mostly meant to cut parts loose ... cutting full sprue is better left to larger cutters IMHO, but they will do the job.

Can I use this for model cars?

You should be able to use this kit on model cars. I am an ex-Army Artillery Officer and have used the kit to successfully assemble several different plastic artillery, helicopter, and airplane models.
