So 20 liter bag was supposed to come with a mini 2 liter bag which I did not receive ....what's up with that..?

I got one when I ordered mine but this company will likely do nothing about it because in my experience they can't be trusted to help their customers.

Can the front zipper pocket be used to store wet clothes/towels to keep your other items from getting wet?

Not from what I can see, because the front zipper pocket is too small for towels or wet clothes. You can fit small items like a set of keys or possibly a small phone in there.
