In the listing it says 30amp peak for 10 seconds, does that mean as long there's a 30amp fuse from the battery before the board it will be ok?

If you run it at peak for more than 10 seconds, it is not ok, with a fuse or not. In fact, if you run it more than 13A, it is already considered intermittent duty. And it will require some cooling time before you run it again. I personally would never design a system that relies on intermittent duty cycles.

Can these be used for a 12 volt 550 motor?

It depends on your current draw. This motor driver's (continuous) current rating is 13A so make sure your 550 at load does not draw beyond that current limit.
