It sounds like you are describing a rock chip that has gone through the paint. That would require touch up paint and then compounding. No compound will work on rock chips because there has to be paint left in the area to work with. Once something goes through the paint compounding will not work as it can’t replace missing material.

Does this use fillers to hide or does it actually remove the blemishes?

No, it actually removes defects.

Can you use this on a fiberglass boat and trailer?

Will this get rid of scratches...but will not remove paint

You cannot remove scratches without removing some paint. Depending on which compound you choose, it will take more or less paint off. In addition, you do need a quality buffer to do the job. Doing it by hand, is much too hard. Good luck!
