Are these hinges soft close / anti slam?

No they are not but you can adjust the tension to stop them flying back too fast. I just built wooden baby gates that are more in keeping with the staircases in our house and used these and the magnetic latch that D&D make. If I let it go from about 45 degrees it closes nicely. I have forgotten and let it go from 90 degrees and it just slams a bit. The two products both work really well.

Are these suitable for outdoor use?

These self closing hinges are definitely suitable for outdoor use. I have used a pair on a 25kg wrought iron gate and they work fine. The same company's matching lockable latch "Lokklatch" is also an excellent product albeit rather more costly.

is it possible to fit these to a wooden gate?

Yes - the spring is strong so you will need to ensure the wooden post and gate are think enough to take a reasonable length screw (30 mm). I have fitted these to recycle plastic posts with no issues.
