Q: Would this be recommended for using with active speakers? I'm thinking of just routing straight in my prosonus speakers

If your speakers are self powered, and they have an XLR input, I don't see why not.

Q: Will this work on a rp 3b+ running libreelec?

Yes, works the same built in driver as the Hifiberry Dac with RCA output.
