What is the block made of? Is it the same foam style as the cheap ones, or is it something hard and heavier duty?

can you use them on toe nails

Absolutely. They do wonders for toenails. The healthy shiny look will last even longer then finger nails as toenails are less exposed to chemicals and detergents that will wear off the natural moisture-lock our nail buffer provides.

How long does each pad last before it needs to be changed?

I have used mine regularly, most weeks and had it over 6 months with still use in it. It would really depend how much use it gets. I use a crystal type nail fire to get shape and then the buffer pads to round off and buff the nails to a shine with the white side pad.

Is this impregnated with anything? If not, how does it help nails "recover"??
