It's a special edition, its its own complete game. This is not an expansion whatsoever.

Q: Can this be played with only 2 people?

Not sure about the GoT version specifically, but I know there are 2-player variant rules for Catan. Just search for the 2-player variant rules and you should find a few variations that are pretty widely used for 2 players. Not sure if I can post links, but Nick Borko's 2-player variant is pretty popular: http://nick.borko.org/games/Catan2Players.pdf

3-4 with the base game. And expansion sold separately was released in January of 2019 that will allow 5-6 player.
