Are the wheels hard rubber

The back wheels are inflatable, the front tire is inflatable, the interchangeable front swivel wheels are fairly cheap plastic wheels, not inflated. But they are decent enough for in stores or around corners. They are also design as 4 wheels in 1 attachment in the front end, so even tho they are not as sturdy as I am sure most would like, the weight is spread between all 4 tires so it is adequate.

Would this adjust to fit a 10 ,month old?

I would not advise as it is a bit too large for my 13 year old. Special Tomatoe has a jogger which when we purchased it was less than $700 and we used up to age 12! It was a great asset and collapsed and much more compact unlike this one which is a challenge to break down!

Is this dark navy I see there are 2 types of blue for this stroller on Amazon!?

The one i received was a dark navy blue

Will a diaper bag fit in it?

Depending on the size, possibly. There is a nice size carrying compartment under seat 14x18x7, however there is minimal space to get a large item into it. You could definately us it as a diaper bag itself.
