Q: In inches, what is the size of the goat's neck? I want to get a collar to go on it for my daughter.

The goat isn’t here for me to measure but a collar that would fit a 12# dog and is adjustable would probably work just fine.

There is a wire frame inside which is very sturdy.

Q: Is the animal poseable in any way or is the wire frame rigid and the only position is standing up?

No, it's not poseable it's rigid. It is awesome though . I use it when during my !livestock classes

Q: Can this plush exterior be painted or dyed?

Probably but its super soft so wouldn't recommend it.
