Is this really $28 for four 10 inch x 6 inch x 3 inch bins?

Yes. I bought them in January and paid that price for four. They're really good quality though.

Are there lids for these containers?

no lids. but handles make pulling things off hi shelves or up from low shelves easier

If they're stackable then doesn't having the pill bottles stick out way above 3 inches defeat the purpose of stacking?

Hello, I did not stack mine. I have them side by side in my cabinet and I love them. Yes, if you stack them you could not have the tall pill bottles.

If stacked, can the bottom bin slide out, or do you have to unstack them?

You would have to unstack.. :-/ They DO NOT slide.
