can i use on android?

Yes, it doesn’t use any computer resources. It only converts from RS232 to TTL logic levels (and back again). There are some handy LEDs that flash when data is being transferred.

Does this device support Xon/Xoff on board, or can any buffering be removed to ensure xon/xoff works correctly ?

It is a "dumb" level shifter with a small buffer on the comms chip and will implement whatever parameters you set up for your comms. Xon/Xoff is implemented in the software flow of the comms software you use (decimal values of 17 and 19) and these characters and are treated in the same way as other data. It is the comms software that has to deal with Xon/Xoff not the DSD adaptor.

Does this work with Mac catalina?

macOS Catalina (version 10.15) is the sixteenth and, as of May 2020, current major release of macOS. In the description for DSD TECH USB to TTL Serial adapter is says it supports mac, so yes.
