Yes i used it on black patent leather

Can this be used on vegan leather doc martens?

No- this works by softening the natural fibres of genuine leather. VEGAN leather is a marketing term for plastic, it’s characteristics are not like leather so I doubt this product will react with it in the same way. Maybe buy a stretcher device to place in the shoes.
