Previous q/a said the shackle diameter is 7mm. can anyone confirm? that's larger than 'standard', meaning it won't fit a standard 1/4" hasp hole.

7mm = .276" won't fit my camper hasp which has a 1/4 hole.

Is this lock anti shim?

Can't speak to that but I cannot recommend these padlocks.

Can both locks use the same numbers

Yes you can change the combination to what you want. However, those locks did not hold up very well. One lock jammed open and wouldn't lock the second one would open on any number that we put in. Not reliable for me
